Chief Technical and IT Officer (CTIO)


Botswana Telecommunications Corporation (BTC) is seeking a forward-thinking and technically strong Chief Technical and IT Officer (CTIO) to lead the end-to-end technology strategy, infrastructure, and digital transformation initiatives of our telecommunications operations. This executive role will be responsible for the planning, deployment, security, and maintenance of all technical systems, networks, and IT services. The CTIO will also lead innovation across network architecture, operational technology, and IT infrastructure to ensure world-class service delivery, scalability, and performance.
 
Reporting to : Chief Executive Officer (CEO)
 
Key Responsibilities:
Technology & Network Leadership
  • Oversee the design, implementation, and optimization of the company’s core network infrastructure (mobile, fixed, broadband, data services, fintech and cloud).
  • Ensure high availability, security, and quality of service (QoS) across all telecom platforms and infrastructure.
  • Lead the evolution of the network toward next-gen technologies (5G, IoT, SDN, NFV, etc.).
IT Strategy & Digital Transformation
  • Define and execute the company’s IT roadmap aligned with business goals, including enterprise systems, cybersecurity, and cloud adoption.
  • Lead digital transformation initiatives to improve operational efficiency, customer experience, and service innovation.
Leadership & Governance
  • Build and manage high-performing teams across network engineering, IT, security, and operations.
  • Implement strong IT governance practices and compliance with regulatory frameworks (e.g., GDPR, ISO, telecom-specific regulations).
  • Manage risk, security, and disaster recovery strategies across all platforms.
Innovation & Emerging Technology
  • Evaluate and deploy new technologies that enhance connectivity, reduce operational costs, and improve scalability.
  • Foster a culture of continuous innovation to keep pace with evolving customer demands and global telecom trends.
Vendor & Partner Engagement
  • Manage relationships with technology vendors and infrastructure or application partners.
  • Oversee the procurement, deployment, and lifecycle management of network and IT assets.
Budgeting & Performance Monitoring
  • Lead the technology budgeting process and manage capital expenditure on IT and network infrastructure.
  • Establish performance metrics and ensure delivery against SLAs and KPIs.
 
Qualifications & Experience:
  • Bachelor’s degree in Telecommunications, Computer Science, Engineering, or related field (Master’s or MBA preferred).
  • 12–15+ years of progressive technical leadership experience in the telecommunications sector.
  • Proven track record in leading large-scale telecom infrastructure projects and IT transformation initiatives.
  • Deep knowledge of telecom technologies, including wireless and wireline networks, OSS/BSS systems, cybersecurity, and cloud architecture.
  • Experience managing technical operations in regulated environments.
