Specialist: Procurement Oversight


Okavango Diamond Company (ODC), is a rough diamond marketing company, offering its global customers open access to scale supply of rough diamonds from Botswana.  ODC is a principal supplier to the sector representing the largest source of guaranteed Botswana production in the diamond industry. ODC is currently undergoing an exciting transition and is looking for dedicated and self-driven individuals to join their team.
 
Specialist: Procurement Oversight  (Re-Advertisement)
This role is responsible for ensuring compliance with the Public Procurement Act (PPA) of 2021 to promote transparency, fairness, and efficiency in procurement activities. The role provides independent procurement oversight and serves as the principal advisor to the Accounting Officer on all procurement matters within the scope of the Act, ensuring that procurement activities are conducted in accordance with legislative requirements. The role further provides governance support and expert guidance by driving adherence to procurement policies, governance frameworks, compliance standards, and risk management practices.
 
Key Responsibilities:
  • Provide independent oversight of sourcing and procurement processes from initiation to completion.
  • Ensure compliance with procurement legislation, company policies, governance, and risk management frameworks.
  • Review procurement specifications, tender documents, and sourcing processes for compliance and quality assurance.
  • Coordinate and oversee adjudication committee processes, including review of submissions and tender governance.
  • Monitor procurement-related risks and recommend mitigation strategies.
  • Support the implementation of contract management strategies and governance initiatives.
  • Promote ethical procurement practices and manage the ethics hotline for reporting procurement-related concerns and violations.
  • Build and maintain effective stakeholder relationships with internal and external parties.
  • Champion SHEQ compliance and contribute to a high-performance culture.
 
 
Qualifications & Experience:
  • A Bachelor’s Degree in Supply Chain Management or related field.
  • Professional certification such as Certified Supply Chain Professional (CSCP) or Certified Professional in Supply Management (CPSM).
  • A minimum of six (6) years’ relevant experience, including at least three (3) years in a supervisory role within supply chain management or risk management.
  • Strong knowledge of procurement management processes and systems.
  • Understanding of Public Sector procurement legislation and regulations.
